I had some problems with this earlier when I was confused about the terms. Birth control is meant as a form of contraception. Whereas abortion, even though it is a form of birth control, is a last resort measure to (posted to Sen. Martinez attempts to reinstate the gag rule...)
Even if "birth control" is generally used to mean contraception, the term does not mean that. Thus the wording of the bill is not at all strange. It draws a line between abortions that are performed primarily for the purposes (posted to Sen. Martinez attempts to reinstate the gag rule...)
