The House Labor-Human Services subcommittee approved a $27.8 million funding increase for Title X family planning programs.

...they also approved an identical funding increase for abstinence-only education.

In other words, "Yes! Contraception is important and it works! But shhhh... don't tell the children."

WTF? I thought that the Dems were going to let abstinence only money expire?

There are several federal funding streams for abstinence-only. Democrats let one funding stream, Title IV, expire. But they've just increased funding for CBAE (Community-Based Abstinence Education) grants -- a different stream.

Ironic that the Title X family planning bill was introduced by then-Rep. George H.W. Bush (and signed into law by Nixon).

At least they're spending *half* the money wisely.

Very few forums think it logical to pass one thing and then something that completely contradicts the first.

I don't think very much will change, honestly. The schools that teach abstinence will continue to do so. The ones that teach something practical will continue to. They passed both bills so they could seem like they are doing something but really copping out on a stance.

This way, they can say there are doing something to benefit whichever party but really are being ineffectual.

And now I'm really upset because there are girls who can drive but don't know their own anatomy.

The Ab-only money is kind of complicated. As Ann says, it appears in different funding streams - the Adolescent Family Life Initiative, state grants, and community-based programs. The total for all these funding streams is $204m -- 27.8m more than FY2007.

The increase for ab-only is a compromise with the Rs to get the bill out of committee.

There's plenty of other good news in the bill:
-57m increase for Maternal/Child Health
-75m for the Child Care Development Block Grant
-10m more for VAWA activities
-550,000 more for the Office of Women's Health.

The bill will come before the full committee on Thursday, June 14; the House will vote on it sometime next week.
