In a word. YES.

Colonizing buggers. As they say in the article on Common Dreams, funding should not be dependent on ideological in/consistency. But that seems to be what our foreign policy is ALL about. Faulty and inconsistent ideology.

How naive! Abstinence 'education,' simply is not effective. This is Africa; misogyny, prostitutes, rapes,beatings, gender inequality-not an intelligent thing to try and implement unworkable abstinence only programs-or with an abstinent focus. All that money could be used effectively-in the right hands! :(
